Anw, while doing LA essay, I chanced upon this sentence in the book ‘Singapore in a Nutshell’, under ‘Issues for Singapore-Pragmatism and Society’.
This is how it goes…’persons who had to be quarantined because of SARS needed to be threatened with jail or fines before cooperation could be guaranteed’.

HAHA.and that, unfortunately, is quite true. It’s a first-hand experience :x
